Assistant Vice President for Utilities

Reporting to the Associate Vice President and Chief Facilities Officer, the Assistant Vice President for Utilities is responsible for the oversight of campus utility services and infrastructure. The unit of approximately 100 personnel is responsible for supporting the university’s over 12 million square foot Blacksburg campus and includes responsibility for the Virginia Tech Electric Service (VTES), a Power Plant, and two Chiller Plants. VTES is the electric utility provider for the Blacksburg campus and about 6,000 residential and commercials customers in the Town of Blacksburg. The Power Plant generates steam output and provides campus buildings with a portion of their heat, hot water, and electricity needs. The Assistant Vice President will interact with a wide variety of university faculty and staff, as well as external constituents. The Assistant Vice President must be a proven team builder who works inclusively and communicates effectively. The Assistant Vice President will also provide direct oversight of special projects, the development of strategic presentations, unit reporting, and may be required to represent the Chief Facilities Officer in meetings. The Assistant Vice President will be responsible to provide and define the support required for the Associate Vice President for the oversight of all university policies relevant to the responsibility of the Chief Facilities Officer. This support requires the review and documentation of university components with and/or without delegated authority to manage and/or perform services under these university policies along with the definition of required reporting deliverables for those granted delegated authority. This position is designated as “Emergency Personnel”. Required Qualifications: Advanced degree in engineering, business, or a related field; or education and work experience that equates to an advanced degree.Significant experience with facilities administration, utilities, maintenance and repair, budgeting, fiscal administration, people management, client management, and operational planning. Experience should demonstrate a broad understanding of public sector or higher education business issues and facilities services operations.Experience researching and preparing technically complex executive level documents, position papers, reports, proposals, and presentations on a variety of strategic topics.Demonstrated commitment to data-driven decision making and the use of key performance indicators in the execution (development, analysis, corrective action, communication, and pursuit and provision of feedback) of tactical, operational, and strategic responsibilities.Exceptional communication skills, interpersonal skills, diplomacy, and the ability to effectively interact and build trusted relationships with diverse internal and external constituencies.Demonstrated commitment to exceptionally responsive, consistent, and transparent service delivery to all campus constituents. Champions a responsive workforce that embraces a culture of continuous improvement, self-assessment, and accountability in a dynamic environment. Must be available twenty-four hours per day, seven days a week to provide support during planned, or emergency situations or events to include being physically on site if deemed necessary. Preferred Qualifications: Professional Engineer (PE) registration.Additional degree or advanced certification in management, statistics, or a related field.Intermediate to expert knowledge of Assetworks’ AiM or similar maintenance management software. Must be available twenty-four hours per day, seven days a week to provide support during planned, or emergency situations or events to include being physically on site if deemed necessary.Some travel may be required which may include overnight stays.As situation dictates, must wear appropriate Personal Protective Equipment (PPE).This position meets the criteria for issuance of a mobile communication device (such as radio, cell-phone, I-pad, I-pod, pager, etc.). Devices issued are the responsibility of the employee and are to be returned in satisfactory condition upon separation of employment. Devices are to be used according to supervisor instruction and according to relevant policies.
