The Maintenance Division is seeking a Professional Engineer to provide technical oversight and coordination in the development, implementation, and operation of the statewide Pavement Management Program, and serve as the liaison between the Central Office and the districts.
Duties include, but are not limited to data collection, data analysis, quality assurance, and Pavement Management System (PMS) oversight.
Data Collection/Data Analysis: Analyze statewide pavement surface distress condition data. At the conclusion of the survey conduct analyses that include: condition state of pavements; identification of unconstrained/constrained needs; development of recommended “candidate” project list; determination of lane miles by condition; a comparison of the results from the pavement management system and results generated independently by spreadsheet/MS Access database.
Quality Control/Assurance (QC/QA): Conduct QA/QC checks of the pavement data from the data collection contractor.
Lead in the task of automated data collection by vendors, answer vendor’s questions regarding VDOT’s standards on pavement distress data, and accept data from the vendor after QC/QA analysis.
Assist the vendors with understanding VDOT standards and procedures and train their raters as necessary.
PMS: Lead in the synchronization of the PMS with the latest network inventory versions and assist with upkeep of PMS.
Lead in the verification, improvement, and update of the data synchronization process between versions of network inventory of pavements.
Lead in the implementation, maintenance and enhancement of the PMS. Ensure consistency and validity of data entered into the PMS over time; is responsible for preparing/verifying SQL statements for PMS data validation, calculation, update and reporting; and has oversight of field (district) data entry such as management section development.
Lead in the enhancements to the PMS based on input from stakeholders.
Selected candidate will also lead in the maintenance and implementation of enhancements to the Pavement Maintenance Scheduling System.
Knowledge/experience in pavement engineering, pavement condition data collection and analysis.
Ability to work with spreadsheets and databases.
Knowledge of pavement management systems technology, including a familiarity with data collection to support development and decision making.
Knowledge of condition based analysis to establish performance measures, performance targets for a variety of highway infrastructure assets collected.
Extensive knowledge of pavement design, construction, and rehabilitation principles/practices/techniques.
Extensive knowledge of automated pavement data collection and subsequent statistical analysis technology.
Knowledge of engineering statistics and economics.
Knowledge of management principles.
Knowledge of computer science and new technological advances.
Ability to assess pavement and other asset management needs of the department.
Ability to make written and oral presentations at the departmental and national levels.
Ability to interpret, develop, and implement policy, specifications, and standards.
Ability to analyze, interpret, and solve complex pavement design and construction problems and provide technical assistance and consulting activities to the department.
Ability to conduct meetings attended by department and/or national personnel. Professional Engineering License.
Development, implementation, and ongoing utilization of a pavement management system. Also, should be very familiar with pavement design, construction, maintenance, and rehabilitation techniques.
This position requires a fingerprint based criminal history background check.
This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT’s Teleworking policy.
