Airport Security Manager

EXAMPLES OF DUTIES:
(Title changed from Executive Assistant) Under administrative direction, is responsible for planning, managing, developing work rules, training, coordinating, and administering all activities and personnel of such staff positions as administration, citizen participation, research, and finance, and manages such personnel as are assigned to specific functions in the performance of the necessary duties. Performs other job-related duties as required.
MINIMUM QUALIFICATIONS:
A High School Diploma or GED is required. A Bachelor's Degree is required. Four years of full time paid management or administrative experience is required. (Substitution: Two years of experience may substitute for each year of college education lacking. A valid State of Ohio Driver's License is required.
SUPPLEMENTAL INFORMATION:
To be eligible for employment in this position candidates: Must successfully complete a Transportation Security Administration (TSA) 10 year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment. Must be able to pass a pre-employment physical and drug test.
Additional Departmental:
Reporting through the Deputy Commissioner of Airport Operations and Public Safety to the Commissioner of Airports, this position is responsible for the efficient and effective operation of the Airport Security Section. The ASM oversees the Airport Security Section to include security credentialing, access media badges, administering regulatory training associated with the badge process, contract management of security services and systems, compliance and enforcement of Transportation Security Administration (TSA) Regulations and Security Directives, administration of the Airport Security Program (ASP), audit requirements, and all security office procedures. Develops, implements, and directs all facets of the ASP to ensure compliance with standards and specifications mandated under Transportation Security Administration Regulations CFR 49 part 1542 and 1544 pertaining to the safety and security of a commercial airport; Responsible for planning, organizing, directing and managing the day-to-day operations and performance of Airport Security, regulatory compliance, training development and administration, and ID Badging; Analyzes, develops, and/or revises existing components of the Airport Security Program in response to continual and ongoing revisions of TSRs 1542 and 1544; Acts as liaison between the airport and the TSA, Homeland Security, Local law enforcement entities, airlines, tenants, and others; Develops section budget and monitors expenditures; Supervises the performance of the assigned staff: develops and monitors employee goals, counsels, coaches, instructs and evaluations employees; Is responsible for hiring, development of team and progressive discipline, when appropriate; Promotes and ensures compliance with occupational health and safety policies, procedures, and programs;
Additional Departmental Qualification Preferences 5 years of full-time paid progressive security experience at an airport; Demonstrated experience with oversight of an ASP and skills in security for a large commercial facility with oversight of regulatory compliance of Federal regulations; Experience with Transportation Security Administration (TSA) regulatory compliance requirements; Accreditation(s) from American Association of Airport Executive (AAAE) and/or International Airport Management Accreditation Program (AMPAP) preferred but not required; Effective leadership skills; Proficient oral, presentation and written communication skills including proposals, reports, business correspondence, and procedure manuals; Proficient analytical and problem-solving skills; Must be proficient in Microsoft Office products; Must be able to lift and carry 25 pounds; Must be able to work non-traditional hours;
