Job description          

Manage and direct the activities of the project team necessary to provide quality information systems support to the assigned business units. Plan, execute, and finalize projects according to agreed upon deadlines and within budget. Includes acquiring resources and coordinating the efforts of internal team members and third-party contractors or consultants in order to deliver projects according to plan. Defines the project’s objectives and oversees quality control throughout its life cycle. Requirements: Education- Bachelor’s degree in business, computer science, or engineering preferred. MBA and/or PMP Certification desirable. Skills- Management, Leadership, and Personal Skills Demonstrated ability to manage projects across multiple organizations (ex: other FHLB’s, vendors, etc.). Demonstrated ability to manage enterprise-wide projects. Communicates clearly and concisely, presents ideas in user-friendly language and has strong presentation and interpersonal skills. Establishes and maintains effective working relationships at all levels. Excellent analytical, conceptual, and problem-solving abilities. Good working knowledge of planning, project management, budgeting, and business analysis as it relates to information systems process and software development projects. Ability to inspire, lead, train and mentor project managers, project leaders, software developers, architects, or analysts. Persuasive, encouraging, and motivating. Conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities. Flexible during times of change. Technical Skills Good knowledge of the following DBMS’s: Oracle Microsoft SQL Server Good working knowledge of the UNIX and Windows operating systems. Strong working knowledge of project management techniques and one or more Systems Development Life Cycle methodologies. Strong familiarity with project management software, such as Microsoft Project and Clarity. Strong understanding of design and development of distributed applications and OO analysis and design. Familiar with programming languages, including procedural, scripted and object oriented languages. Experience- Project management experience, including the management and primary responsibility of all project phases Skilled in the evaluation, recommendation and implementation of vendor supplied solutions. Five years of systems development experience in a Windows/UNIX/RDBMS environment. Experience working in a team-oriented, collaborative environment. Experience in the financial industry or equivalent preferred. Reporting Relationship: Reports to the Sr. Manager or Manager, Development Team x. Will be assigned to Development Lead, Project Manager or Project Leader as necessary to support applications and associated projects. Supervisory Scope: Supervisory responsibility for lower level Software Developers and external supplemental staff may be required at times. Defines the project’s objectives and oversees quality control throughout its life cycle. Essential Duties: Timely resolution of problems with the assigned Bank systems. Provide full support for all assigned Bank application systems. Support includes, but is not limited to the following: Problem resolution (business and off-hours); user support and system maintenance. Design, develop and implement requested enhancements to assigned Bank systems and new systems requested by the assigned business units. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Liaise with project stakeholders on an ongoing basis. Set and continually manage project expectations with team members and other stakeholders. Provide the necessary project management and control to ensure the timely and cost effective completion of all assigned projects. Identify and manage project dependencies and critical path. Plan, schedule and track project schedules, milestones and deliverables using appropriate tools. Estimate the resources and participants needed to achieve project goals. Perform and direct the appropriate level of analysis, design, development and implementation of assigned projects. Build, develop, and grow any business relationships vital to the success of the project. Where required, negotiate with other department managers for the acquisition of required personnel from within the company. Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle. Delegate tasks and responsibilities to appropriate project personnel. Identify and resolve issues and conflicts within the project team. Ensure that all programs/systems are developed according to the Bank’s standards and within current policies and guidelines. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion. Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work. Provide management with timely weekly and monthly project status updates. Perform and direct evaluation of vendor software packages when required to complete an assigned project.
