IT PROJECT MANAGER

The State of New Hampshire, Department of Information Technology, Agency Software Division has a full time vacancy for an IT Project Manager.
SCOPE OF WORK:
Assumes a lead role in the analysis and evaluation of business operations, policies, procedures and workflows to form business systems strategies and recommendations of application functionality, integration and implementation as they relate to the modernization of the Bureau of Elderly and Adult Services legacy applications. Provide facilitation of discussion, decision making, conflict resolution, and continuous improvement with Agile Software Development.
Provides direction and support for department-wide and multi-divisional or multi-program projects and their major initiatives to ensure effective and efficient implementation and timely completion.
Collaborates with stake holders, subject matter experts, and users by leading discussions and formulating recommendations on IT solutions, strategies and approaches. Develops objectives, scope, and time estimation, and scheduling on analysis and implementation of projects relative to legacy applications projects.
Develops detailed functional requirements that may include process flows, screen and/or report mock-ups to document end-user requirements and business rules. Works with end-users and development group to discuss systems impact and how the application needs to work in support of daily operations.
Reviews the progress of projects by conducting functional testing and simulations at specified points in the software development cycle. Provides recommendations for acceptance or rejection of system analysis, designs, modules or programs.
Performs Project Management using Scrum and Agile development methodologies of cross-functional teams, facilitating open communication amongst team, management, product owners and stakeholders.
Analyzes system errors and problems, working closely with end-users and System Development Specialists to communicate information on functionality and develop workarounds to system problems ensuring timely and accurate problem resolution.
Creates business-related reports and performs data analysis queries to assist end-users with identifying and implementing process efficiencies.
Liaison between DHHS program staff and developers, set clear expectation for the delivery of work, ensures User Stories properly address business requirements and managing the product backlog to align with program priorities.
Analyzes business processes to identify opportunities to create or enhance the efficiencies of business system applications. Develops systems designs and specifications for workflow improvement using LEAN principals.
Education: Bachelor’s degree from a recognized college or university preferably with a major study in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
Experience: Seven years’ experience in systems analysis with broad-based knowledge of business environments preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product development lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
SPECIAL QUALIFICATIONS: Strong technical analytical skills, and the ability to function independently in a demanding environment. Experience in Oracle or similar RDBMS with competency in SQL queries is required. Demonstrated experience in web application development life cycle and support. Excellent communication skills with the ability to translate business requirements to functional design and communicate conceptual ideas into business language are essential. Experience in project management and Agile / Scrum desired. Experience in Business Intelligence, reporting and data visualization tools a plus.
