Civil Defender Educator - Indigent Defense Education

The School of Government works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. The School offers up to 200 courses, webinars, and conferences for more than 12,000 public officials each year. Faculty members annually publish approximately 50 books, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration and specialized centers focused on information technology and environmental finance. The Indigent Defense Education (IDE) group at the School of Government collaborates with the North Carolina Office of Indigent Defense Services to create high-quality, cost-effective indigent defense education, including innovative training, manuals, and online resources, to ensure that indigent defenders have the qualifications, training, and support they need to be effective. The IDE group serves more than 3,000 attorneys and other providers of indigent defense services. Through education, research, and consultation, the IDE group helps to enhance legal representation for indigent defendants and others entitled to counsel under North Carolina law. A significant portion of the Civil Defender Educator's responsibilities is developing courses to assist public defenders, assigned counsel, and contract attorneys for indigent defendants in the indicated areas in North Carolina. Work includes designing curriculum, recruiting instructors, administering training programs with assistance of School of Government staff, collaborating with other organizations providing relevant training and education, and teaching in training programs as appropriate. The Civil Defender Educator is also responsible for developing educational materials to support practice in the indicated areas. These materials are used by attorneys and judicial officials throughout North Carolina; therefore, the Civil Defender Educator must be thorough in his/her research and exercise great care and attention to detail. Writing work includes preparing courtroom guides, training materials, and other educational resources. This position reports to Professor John Rubin. Job duties Include: ? Plan, develop, and conduct training for public defenders, contract attorneys, and assigned counsel representing respondents in civil proceedings, including abuse and neglect, termination of parental rights, civil commitment, guardianship, child support contempt, and juvenile delinquency cases. Identify and collaborate with other organizations providing relevant education. ? Create resources in support of civil defender education, including training materials, courtroom guides and checklists, and other educational resources. ? Develop training and education for public defenders and assigned counsel in criminal cases as needed. ? Consult with indigent defenders in areas of expertise. ? Perform other educational functions as necessary to delivery of indigent defense education. Minimum Qualifications: Knowledge and experience in defense of indicated areas, strong research and writing skills, and interest in adult education preferred.
