Quality Improvement Coordinator

The Iowa Department of Public Health (IDPH) is looking to fill a Quality Improvement Coordinator to assist the department. This position functions within the Deputy Director's Office and the Bureau of Planning, Performance, and Local Public Health Services. The successful candidate will coordinate continuous quality improvement (QI) efforts for IDPH. This position will advise, educate, and provide technical assistance to supervisors and employees on QI tools, methodologies, and projects. The successful candidate must lead and facilitate QI projects, including: analyze business processes to determine appropriate approach and methodology; solicit management support; identify team members; plan QI events; establish QI project charter, scope and objectives, develop AIM statements and improvement measures; facilitate QI events; recommend performance improvement strategies; guide team members in developing improvement work plans; provide consultation during implementation of improvement plan; monitor project post completion; and document project and results.

This position will also implement and monitor the IDPH performance improvement plan by working with the performance management coordinator to conduct performance improvement culture assessment and develop performance improvement plan. This position will coordinate the department's quality improvement council, including: orient, train, and coach council members and other employees to assume QI responsibilities; facilitate council meetings; set agendas; administer budget. This position must evaluate the execution of the performance improvement plan and assure it meets the Public Health Accreditation Board's (PHAB) standard. The successful candidate will develop and disseminate communications to inform department staff on QI activities and promote a QI culture and stay informed on national developments regarding QI in public health. This position develops and conducts QI training including developing the department's QI training curriculum.

This position conducts training for new employees as part of the department's new employee orientation process as well as QI trainings for IDPH employees and other staff of local health departments. This position may develop specialized training as requested. This position will support other bureau activities such as performance management, strategic planning, health improvement assessment and planning, accreditation, health equity, workforce development, and local public health services as needed.

Applicant must pass a background check prior to employment. Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Graduation from an accredited four-year college or university with a degree in business or public administration, management information systems, industrial management, or statistics, and experience equal to three years of full-time work in management analysis or project management. Seven years of full-time work experience in management analysis or project management. A combination of a total of seven years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work equals one year of full-time experience. Current, continuous experience in the state executive branch that includes two years of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
