The Western Service Area, Technical Operations, Technical Services Operations Group, AJW-W22B is seeking an ATSS (Communications/Weather). The duty location is Anchorage Alaska.

As the ATSS (Communications/Weather), performs a variety of functions directly related to the operation of the NAS. Provides technical support to the operations managers as required for efficiency and continuity of NAS operations. Focuses on the availability and reliability of the services and products provided to users of the NAS. The position is concerned with the applications of the systems through which those services are provided. Performs a variety of functions directly relating to the operations of the NAS. Listens to field concerns, develops and implements coordinated solutions, and ensures follow through with customers. Determines whether the majority of the services, systems, or subsystems are operating (or capable of operating) within applicable parameters and specifications. Determines the technical acceptability of status thereof. Provides appropriate systems and service certification as required by agency policy and guidelines. Decisions and recommendations involve major segments of the NAS which extends beyond the District boundaries. Initiates action for the timely repair or restoration of services and systems, taking into account the availability of back-up systems, possible reconfigurations to minimize service interruptions, and the relative criticality of particular functions to the safe and efficient operations of services and systems throughout the area of geographic responsibility of the position. Travel is required.

To qualify for this position, applicants must have the following:

Specialized Experience: Applicants must provide a resume which demonstrates possession of the specialized work experience at a level of difficulty and responsibility appropriate for the position. Specialized experience is experience that demonstrates extensive knowledge and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation and electronics systems. Generally, experience at the next lower level (pay band H/Career Level III or equivalent) meets the minimum qualification requirements as long as the experience supports the Demonstrated Abilities identified below. Career Level III experience consists of planning, coordinating, and performing work with a high degree of independence. Work requires extensive knowledge of the technology, systems interrelationships, and management of the NAS. In addition, applicants must meet the Selective Placement Factor as described within this announcement.

Demonstrated Abilities: Applicants must provide narrative responses for each Demonstrated Ability listed within the Application Questionnaire section of this announcement. Narrative responses should be clear and concise, providing a description of your education, training, and experience that describes the degree to which you possess each Demonstrated Ability listed. Narrative responses are mandatory for each Demonstrated Ability and applicants must show possession of each.

Supervisor's Endorsement: In compliance with the ATO/PASS CBA, Appendix V, for movement within the Specialized Workforce in occupational series, 2101, 0802, and 0856, a supervisor's endorsement is required for competitive promotions. Applicants applying for a promotion must include a Supervisor's Endorsement which must be signed by your supervisor and must include the announcement number.

A Supervisor's Endorsement is not required for reassignments (same as ingrades), or downgrades within the Specialized Workforce occupational series (stated above).

Appointment Type: This is a Permanent Full Time Assignment.

Supervisors Endorsement: In compliance with ATO/PASS CBA (Appendix V), a supervisor's endorsement is required for competitive promotions. The supervisor's endorsement must be on a 'Supervisor's Endorsement Form', or Memorandum with a supervisor's signature and the announcement number. If a supervisor's endorsement is not provided, or if the endorsement does not contain the required information (as stated), your application will be considered incomplete and cannot receive further consideration.

A Supervisor's Endorsement is NOT required for ingrades (same as lateral reassignments), or downgrades.

Interviews: Interviewswill be conducted in accordance with the ATO/PASS Collective Bargaining Agreement.

Equal or lower pay band/level applications will be accepted.

Drug Testing: This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Any applicant tentatively selected for this position will be subject to pre-employment or pre-appointment drug screening. Persons occupying a 'testing designated position (TDP)' will be subject to random drug and/or alcohol testing.

Security Level: The position sensitivity level for this position is Moderate Risk 5 - Public Trust. The person selected may be subject to successful completion of a background investigation check at this level prior to a firm job offer.

This is a bargaining unit position.
